Building Division Announces Changes to Escrow Account Usage and Temporary Self-Issuance Permit Process


The Building Division is pleased to announce that it is transitioning to a new software system that will enhance customer service by allowing for online permit payments.

In preparation for this transition, the Building Division will be curtailing the use of escrow accounts to allow for proper account closures and required financial reporting.

Effective immediately:

  • No new escrow accounts may be opened at this time.
  • Existing active escrow account holders may add funds through close of business on January 23rd.
  • All escrow funds must be fully utilized by midnight on January 23rd.

Any funds not utilized by midnight on January 23 will be submitted for refund in accordance with applicable financial procedures.

The contractor self-issuance process will be temporarily modified as we transition. Additional information regarding this modification will be posted on the Building Division website as it becomes available.

The Building Division appreciates your patience and cooperation during this transition as we work to improve the permitting experience.

Emergency Building Permit forms effective Friday, September 27th at 7am. Completed forms are to be submitted to emergencypermits@hernandocounty.us

UNLICENSED CONTRACTING IS A FELONY IN FLORIDA DURING A STATE OF EMERGENCY
Florida Statute 489.127(2)(c) Any unlicensed person who commits a violation of subsection (1) during the existence of a state of emergency declared by executive order of the Governor commits a felony of the third degree.
Residents and property owners are encouraged to verify proper licensing and building permits are valid prior to performing any work.

 


By selecting the Permit Application Status and Property Search link above, citizens and contractors can:

  • View permit statuses
  • Search and review property history (searchable by ownerโ€™s name, address, key number, or parcel identification number)
  • View Contractor information (searchable by Contractorโ€™s name, business name, or Contractorโ€™s license number)

Paper permit applications are accepted:

  • In person
  • Via drop box in the lobby

If you are interested in a modified turn-around time for your project, you may consider using Hernando County's Private Provider ProgramYou can use a 3rd party plans examiner/reviewer and/or a 3rd party inspections service of your choosing for your project. By doing so, your providers can work in a customized fashion that can suit your project needs. Hernando County is compliant with FL 553.791 "Alternative Plans Review and Inspections" 2025 state requirements.
